What I look for in a good digital camera?

I am a bit technology challenged, so please use layman terms. I want a digital camera, but I had friends who've had problems with blurry images. And no matter who takes the photo, or how many. Are almost all blurred or fuzzy. I do not want to spend more than $ 200US, but I want good quality. Suggestions?

Do not go out and make an impression and then take the camera again if the photo is blurred. Could be a lot of the reasons why the image can be blurry and none of them is the fault of the camera. A couple of things, but I would rather not deal breakers, a file compressed format such as RAW or TIFF, 12.8 megapixels, expanded ISO range, image stabilization, capable external flash. The problem is that there is likely to find a new camera with all these features for $ 200. You might find that is used to price. You could try B & H or Adorama. I would buy a compact that has been used either of them and bought a lot of used equipment from them.
